Housekeeping Button Not Showing Up

hey,
im using revcms 1.9.9.9 with the 'habbo' theme and it doesnt seem to show the housekeeping button...
but my account is admin & ive cleared my cache aswell?

I had gotten a custom-habbo file for this an did the same but it keeps saying incorrect access level? Idk why because the minimum level is 6 an i am a 7.
