[Help] new exploit i think

Hello all i have been Blocked all ports as some mod say but . then i try chernobi hacktools in my server didn't make connect .. but now i have one ... can logged to SMC and send Notice .. also i closed port For SQL .. and he can added GM IP in DB .. and last he create account without IP or Email .. can some one know what is that ?
