Dual Blade Slash storm cant add SP

I cant add Skill Points to Slash storm, anybody know why? I have all previous skills.

This skill has Mastery. You have to make it have mastery at max level (or 5 if you want to be gms like).

I don't even have one point on the skill, it won't let me add it. I tried mastery books but they don't work on it either.
