Can anyone use this regardless of the country they are from? And seeing as you were offering a $5 discount for members who were registered for over 2 years and had a 500 post count does that now mean I for example can get it for $5?

No it does not, sorry. And I did lower it down to a $10 fixed price (as mentioned no lower and no higher) - And you can use it in any country reguardless where they're from. All you need to do is activate it in Facebook's advertisement section. Reguarding advertising, you can locate yourself to: https://www.facebook.com/advertising - And you can pay me and I will give you the voucher code witch you use in Facebook, instead of paying $50 through PayPal/Credit Card/Debit to Facebook.
