Try using SHN Viewer (V1). Whenever I wanted to edit that file I had to use V1 to do it.
ive tried v1 but it says it cannot decrypt the file.
Grab the SHN Viewer v1 source with that one program that decompiles the C#(can't fucking think mate, vodka), remove the byte check, it's something to do with the header length being 0? not entirely sure at the moment, but its honestly not hard to find if you lookup the string, just take that out and itll work fine as you don't need to mess with headers anyway unless your changing executable etc.

i got the npc dialog fixed
now im having issues adding npcs
i can add 1 npc (in this case its my gate i use)
when i try to add a second it makes the zones crash.
ive edited [[mobinfo, mobserverinfo, mobviewinfo, and mobspecies]]
im using v3f shn editor
the assert errors i get when i add a 2nd npc is: almost all the mobs :/
