How do you add rating

Well, I want to add the rating tab to the client. Well this is what i mean. Attachment 118306 Mine looks like that, and I want it to look like this:Attachment 118307 I don't want the color difference I want to add the rating room tab to mine.
Could someone help?

When you are staff, you can't rate.
Create a new user with rank 1 or 2, and try again.
