You would still have to know how to use them correctly.

You'll have to learn HTML/CSS/PHP and possibly Javascript.

Dreamweaver, and you should have alittle background for PHP ... use links given by SuperSwaffle and for more information about a specific command in php ... simply google it, Like I do xD

I honestly never used Dreamweaver. I just simple code websites from scratch using Notepad++, localhost, and Internet Explorer or any web browsers. Just need to know the basics and couple knowledge of PHP functions.
