Okay. You are either using the wrong server files, or the wrong client. If you are using vsro official files un edited which you probably aren't then you need the VSRO client. If they are in fact edited if you were using the right client you would still be able to access the european character creation in game. therefore you need to know exactly what files you are using and where they came from. If you don't understand any of this then you probably shouldn't be trying to develop your own server.
