No it's not, mine is green as people repped me (they were back from 2004), red is when their rep is negative, if it's grey then you got no rep.
i reckon the reputation ideas quality, just hopefully i get some rep someday :P

the rep points are to make people know if someone is hated or loved so that way they don't follow the bad mu noobs or the spammers.
Unfortunally there are people who abuse the system, which is why more and more people get negative reps.

We had the rep system going for a bit during the "Longest Thread Ever" age. It didn't really last very long (I think it was like 24 hours or so), everyone was just abusing it and such (but you could see who gave you rep back then). Iunno... I don't think the rep system will last very long. I could be quite wrong though...
Maybe a limit should be made, perhaps like 3 or 5 a day, or something like rep points, like actual points, that you can choose how many to give, and that you get them when you post or something.
Basicly any system that cuts people off from just repping everyone in sight would be good
