I was pretty much wondering the same. However i don't see a difference between normal emulators and Shuffle emulator. Maybe they are based off other coding measurements and other work being done rather then the regular emulators.
The later swf revisions, with horses etc, the packet headers change each revision, but before the headers were all the same.
