sir i tried to edit the speed rate of speed hack skill using that value, it is set to 2.0 which is 200% speed and when i tried to change it to 1.0, nothing happens.

I'm sorry but I am getting a bit busy and didn't have time to revert my skills list to the old ones (since I did a lot to balance the whole PK/PVP thing) to test which value you we're editing. have you fixed it though? if yes, then I relieve myself from this duty of even doing this.
