Which do you think is better? 'PHP while' or 'Storing it in SQL Procedure' ?

Which do you think is better in Website from this two choices:

1. PHP sql SELECT > WHILE Loop ?
or
2. Storing/Looping it in SQL Procedure ?

Procedures are cleaner.
