I’m pretty sure they’re trying to say in the jurisdictions where they have active communities, because I can’t see them having copyright in Borneo or Madagascar.

To my understanding Habbo China was closed and moved to .COM? So, in theory they do have active users in China, at least in the hotel that corresponds to the Chinese. Also I believe they've got the word 'Habbo' trademarked globally. There are countries with no concept of copyright, look it up on Wikipedia / Google for a list.

Antigua looks like a good place to start, due to them having recently declared US copyright null & void (up to $21 million per year) as the American government pissed them off back in 2005 for not allowing them free access to the American gambling market.
Who cares. Just host in Russia, hide in a corner and hope for the best.
