How to solve this error?

How can I solve this problem?

It states that its got to many connections, try editing your config.

It also shows this:

Being Phoenix, a bug normally happens when people teleport, override.
Its rare but when it happens it goes all over. try disabling these for a while see if you get anymore errors?

When I see that error, the whole server is lagging. I disabled this but still get it sometimes.
