Commands.ini are for commands, not for rank permissions
I think you need to edit this in the emulator source. I don't know where.
BlueShade is right, commands.ini I did it there.
Bcstorm does not have the permission system like phoenix does.

This is done via fuserrights table - If its not there, then search for something like > 4 ) { until you find the Moderator packet id.
