Can't PVP in lorencia

if somsone can help me
im useing :IA Julia 1.1.0.298

and for some reason i cant pvp in lorencia
i can kill regular mobs but when im trying pvp with other user nothing
someone maybe know the reason?
wich file shuld i edit or replace?

make sure in gameserver/data/serverinfo.dat is not
