Backend not connecting to sql server

Guys im having an issue with the backend api connecting to sql. All sql info is right as is the IIS API info. I just watched both tutorials again to make sure. Heres a link to a test api page i found on here. http://dczombies.servegame.com/WarZ/api/php/test.php
