I dont think that this work, because in the database the name is chinese (what we see in the logs) the.server cant handle the chars

Nick will display in a normal game, but to create a character through the game client is not possible, just will not work with such nicknames AdminTool. All correctly written, it is impossible to realize in the English client, should be not only a client, but the server applications and databases tailored to the desired language pack.

A character, is technically some data, stored as bytes. This game uses 1-byte long characters, which consist of 8 bits. With 8 bits that take values 0 and 1, you can have 256 combinations, therefore 256 different characters are supported. The first 128 combinations are used for special characters, symbols, numbers and English characters. So there are 128 characters left, which, depending on localization settings, might look different on each computer (for example, for me they will appear Greek, but for a Russian they will appear Russian). Obviously, only those using the same localization settings as the one who types the text will be able to make sense, for the rest it appears as gibberish.
As far as I know, Chinese characters are more than 128, so you need to use unicode text (2-bytes long characters). However, the server uses 1-byte long characters, so it cannot work correctly. That's all.
