There's nothing wrong with his Realm Number. You can load up "Realm 0", "Realm 1337", "Realm WhateverNumberYouWant", it does not matter one single bit, as long as you configure LocalSaveServer & ShareMemProc accordingly.
The most common cause of this issue is miss-communication between the GameServer (Line.exe) in question, and the GateServer/ManagerServer. So double check your Configs that link these three together, if they're all 100% correct, let me know and I'll give you another solution.
