Exp Account bug Urgent

Hello people

I am Having an issue, im making a new server, everything its ok, but yesterday i opened my server for some test with my best friend so we can test before the big openning... My problem is that some of my friends get exp normal, but 2 of them, their account get bug.. and they dont gain exp or sp exp.. i changed in server.cfg

//HourForMeterRateLevelFirst 22
//HourForMeterRateLevelSecond 23
they create a new char in the same account lvl 1 and nothing..... from smc y lvl up him and nothing.. from SQL tryed to change the exp nothing happen they dont get any exp.. but they created another account with a new player, and they start gaining exp and sp.. so i think the problem is that some accounts get bug .. how can i solve this? i dont want to open the server and see that some ppl start getting this issue if u guys can help me it will be very helpful.. sry for my bad english
also my exp rate are 5x
party exp 5.2X
Drop 10X
and im using chernobyl cracked gameserver
