Never tested but, why don't you try making a vendor shop with 20 slots open in elements.data?

Second one, like Hycker said it does depend on what you wanna do with it. If you want to remove / add things that cause the 'duke shout' that's a list of items contained in ../gamed/config/rare_item.conf
If you wanna change how it's said (IE "Duke says: Guess what ... just got, ..." instead of "Duke shouts: Let it be known that ... got ...") that would be in ingame.stf located in interfaces.pck (I posted about that HERE)
