Alright, so I downloaded a VIP page and put the VIP.php in replace of the one I had and the .tpl's with the one's I downloaded that came with the VIP.php But it's not showing up on the site, what should I do?

Give up :)
try visiting yoursite/vip.php, then add a rule to your webconf or htaccess.
