GradeItemOption.shn if you want it to be static.
RandomOptionTable.txt + ItemInfoServer.shn if you want it to be random.

Oh you're talking about enhancement, sorry. Don't think that's possible. You can however use the Master/Apprentice system to give your players enhanced items. That's in HolyPromiseReward.shn

If by enhanced u ment glowing, u can simply add the glow like, there is a blue lvl 150 weapon that looks +9 enhanced. Not sure i can suggest u something better. However, u can change the dmg bonus for any +1 here UpgradeInfo.shn
never unserstood what exactly UnkCols in iteminfoserver stands for, but they are 9, so u can try with them. Or u can try make a function.
But basically as i know enhancement rates on gear is a Database issue..

Unkcols are columns which doesn't have name (Empty string) in the SHN file.
And to make more understandable SHN Editor gives them a name.
