2008 is better. End of story.
Edit:Forgot to mention, its up to you what happens in your server.
What I mean is, I will download the fiesta 2008 files and use them, with no editing, what will the cap be?
depends what set you use. There is athens, sele, bakey, some others, Also now that i think about it, it really depends on what you want. do you just want a localhost or a full public server?

2008 files are better coded less buggy than trix files. Trix files obviously has tricksters, you can use helgait weapons, cap is as you choose. There really isn't any limit to what items you can have between either set of files.
