Universal Editor topic was a correct place, but because too few info it was ignored.
Though Myth was busy too, as stated in last post.
Also it is something that is hard to test.
Technically it should work properly, if your computer language is set to Chinese, but yeah, too lazy to test it out how these symbols must be handled.

If using the Lite UE, it's because it saves using UTF8 opposed from the actual encoding needed to preserve symbols (such as the gb2312 from here).
Sadly, I'm a little busy these days so you won't see my encoding/encryption drop-downs making their way to Lite anytime soon, but if you're up for some proper development, all you need is the ability to alter the encoding used when saving, for instance, you can go dig out the SHN Editor v1 and decompile it (there's one that's not obfuscated somewhere), then just find the encoding and alter it to one from the code page.

Looked over the files:
UE Lite:
It doesn't have the zero byte and because of it Client reads some extra data (Explained in one of my previous posts).
The conversion seems to be done correctly actually, but because there is too few room then the extra data gets lost.
As you mentioned you used "说明". And the actual data what is written is "˵Ã".
The each Cyrillic symbol is converted to 2 bytes actually, which is total of 4 bytes plus 1 zero byte.
And from here the loss comes.
Saver doesn't count that the converted data may be longer or something. And sees that the input is total of 3 bytes and saves only first 3 thus overwriting the zero byte.
Correct conversion: "说明" -> "˵Ã÷" + '\0'.
There technically there is a way to fool it, but sadly you can't copy zero byte.
It would save it properly if you enter "说明\0 " (After the '\0' N extra symbols depending on how many Chinese character you have.
SHN Viewer:
Not much to tell, as it saves them as "??" which is yea normal for failed conversion.
Only funny thing is that when it saves the 2nd row - the first column is saved as Int16 not Int32 which breaks the file totally. Its very weird coding glitch or something.

The zero-byte issue should be resolved, the only column that I saw using it was 26; which was length-based strings (stored at the end of files and using the remaining row-length to read the string).
If you're still experiencing the zero-byte issue on the latest UE-Lite that's there, post back and I'll append the fix to the next UE I throw out.

If the String -> byte[] conversion is 1:1 then it works fine.
But if the conversion rate is 1:2+ then data gets cut off and the zero byte gets overwritten.
And just telling that I'm not using the UE. Just helping out.
