It's used by people who like to have a stab at someone anonymously because they love the feeling of security associated with doing something without consequence. Basically, they'll call you a 'fag' or something using rep because they're hidden from you. Something a child might do, like calling someone a name in the street while hiding behind a wall. If you've got something to say, might as well PM it or post it.
However, some people use it properly and it can be a good way to voice your opinion on something. Depends on the person.
Edit: As expected, some smartass gave me some bad rep with the text 'fag'. Well congratulations dumbass, you continue to hide behind a keyboard and prove to the world that you're a coward. Well here's some news; cowards don't get anywhere in life. I'll always remember someone tried to condescend me as I live my dream life, with a nice job and expensive things as you continue to sit behind your screen wasting away from apathy and neglect.

It pretty much depends on where you are posting. You are posting in the Mu section, thus, you are far more likely to get bad reps.
In all honesty, who cares? It's not a big deal at all, and the feature will probably be disabled anyway, it has been before. Take it all in stride.

Mate, one of the hardest things for some people to learn in life is to stick up for yourself. I realised a long time ago that people are assholes. The majority of humans beings are worthless (probably me included, I doubt I'll do anything great for the world) and you need to stick up for what you believe in and what you think is right. I may never cure cancer, but that doesn't give some asshole somewhere a reason to try and condescend me.
Making someone the but of a joke is alright sometimes, sure. We've all done it. The point is there's a thin line between that and victimising a person. It doesn't matter who it is that's making you feel bad, you can rise up to them. I wouldn't give a shit if it was the fucking Queen of England, but if she said something to me along the lines of 'You piece of shit, you look so stupid in those clothes. Your mother's probably a whore right?' I would still punch her clean in the face.
The moral of the story is, anyone tries to put you down mentally, you put them down physically. There's no reason why anybody anywhere should be made to feel like shit. Nobody has the power to condescend others. We're all human beings on the same level, some better humans than others.
