GM commands not work !!

when i try to use GM commands no one work !!
i'm try to use /makeitem + F3 and choose any thing / also tried /loadmonster
why all commands not work?

maybee you dont have Rights to Create Item or Spawn Mobs

ask the admin who was gave you GM

what gm rank you have
