Communication Error?

So, i think i have everything set correctly, but when i launch Dev Server (Through Studio.exe) i get communication failed.
Heres some photos of my config files, etc..
UPDATED
Changed my WarZ_Server.Sln and WarZ.Sln IP to the same one in the config files, also set isdeveloper to 1

skype - m70b1jr_1, all 3 accounts are mine.

Not only do you have to have your own Emulator and be recognised as DEV, but im pretty sure you have to set it to your servers IP, instead of LocalHost or the 127.blabla whatever IP that is set up in most. BTW, accept my skype, and you can't stream expecting views if you forget to stream the game, and not just a black screen with your face on it >.<
