Zone 3 in RYL 2 2240 Cannot Enter [Peace Party notice]

hello guys

i try added zone 3 in ryl 2 v2240
when i entering with npc teleport always say , "member of peace party cannot enter this zone"

and i try with GM command
/zone 3 xxxx xx xxxx can enter ....

what the problem ?
please give me a solution or CLUE ...

you need to add teleport npc on zone 16.
only pvp zone able to teleport to other pvp in default.
Anyway zone 3 in 2240 only gm able to teleport and coordinate arrow not available this is something you need to figure out on your own.
