Standalone .nif exporter?

I've been looking at exporting nifs from blender and the like and I guess Im not grasping it correctly and its not working. And I guess with nifscope something is wrong because if I go to import a .obj over a nif nothing happens. I guess it might just be my version because it doesnt even save changes to an actual nif. Anyways does a .nif exporter as a stand alone program exist? thanks ahead of time.

First you want to make sure that you actually saved the mesh into the obj (If you don't have it selected at the time of export it might not be exporting it). Then all you have to do is click the scene root, hit File>Import>Import.obj. It should import it as a NiTriShape into the selected node.
