It looks like your server is only on localhost. Change the ip not only in ipconfig, but in chat, game and login folders. Make sure you opened the ports too.

First - Hello. Second - It depends on what server you want to run. EU or NA. For NA - there are even 4.7 emulators, for EU - 4.6.
