I've seen this error before. It happens when you're computer is missing resource files. Usually happens on x64 bit, and if it's a VPS it probably has plesk on it, which CAN cause a lot of errors....

Yeah, you could run apache, xampp, wamp, or AppServ on a dedi or a vps. Make sure you get remote desktop and a windows one, with ms sql!
