You should consider thinking about the amount of players you will have, otherwise, you'll end up wasting alot of money renting a dedi for something a VPS can handle.

It's been years since i've used SCFMT lmao but i assume its gotta be SCF_Connect.ini or SCF_News.ini inside your GS or GSCS folder.

It honestly looks fine to me.
Is it just 9 ? Have you tried editing the character making it 9 reset several times then resetting it?
If its perma stuck then something is probably changing the reset...

Just a guess but it might just be a visual bug, Seems like you edited those characters. Try resetting from 0,1,2 etc.
