He's using the same tool used by MAIET while mapping. It's a 3DMax plugin, you can compile it from the released Gunz 1.5 source code.

MAIET can't actually shut down your Gunz Server, as you said. But ijji is the legal owner of "GunZ" inside the US and they can request DMCA at your website if it's hosted there.
If you're doing it via ASM, just copy the admin_wall thing and replace the "PUSH 0" to "PUSH 1".
Doing that kinda thing at C++ is alot easier though.
