1) Make sure all your IDs match up with each other

Probably your skill.wz server xmls aren't dumped in your server xml folder. That or you're trying to edit your skill.wz to hack someone's server.

I'd prefer a well done wz editted server, maybe something not heavily edited like Dchaos/Wiz or Bored, but something with official edits. A server has much more meaning to it with more content...

It is really simple and dull in my opinion. The navigation bar has too many buttons but I guess there is a way to fix that. Make a community button and when people hover over it, have it show "Forum"...

Looks really good, but the top of the nav bar buttons and the clouds blend in with each other a bit too much!
Try having a gloss effect with a solid color under it and see how it looks.
