Turns out, they don't get sent to the room if the room isn't loaded, meaning the room has to be loaded (users in the room), I've fixed this problem in the emulator.

These commands worked for the latest Phoenix, all you needed to do was put your ip in 'phx/override.php' I believe.

Bugs I've found:
Group items can't be picked up by the user which dropped them.
Jukebox: (Doesn't play the playlist, when reloading hotel jukebox goes back in your inventory)

It seems XCache is a great way to maximize speed imo, Tardis seems alot faster now, I still say UberCMS is the best CMS ever released.
