Yes because in the MoopleDEV.jar is where the complete sources are compiled into 1 file. Necessary for your server to start with.

You should always compile because it is needed to change your ip. If you only want to test locally the ip is standart set at "localhost".

- Some quests are not working (Lilin etc.)
- Some portals are not working (Beginners islands etc.)
