Could you post your cms config.php and client.php. Then Emu config.ini and external variables?

Banning is buggy tbh. You can't ban with commands u have to do it through mod tools I tested it and unbanned my friend and the emu got an error. So, not sure.

You have probably typed your db password incorrectly.

wwwroot > engine > right click cache > properties > security > edit > add > add IUSR and check full access and you are done :)
