Finally someone is using sqlsrv, good job.
Everyone should install latest sqlsrv driver and enable that in php.ini extensions section.

I still didn't install C++ or the SDK I just...

You should know the exact file names and paths client needs when updating.
Change your hosts file to forward thoso paths to your local machine which of course should have a server IIS or apache......
