You're using pre-rise game client, with post-rise chat functionality, it won't work with the existing bins from what i understand.

Possible, but difficult, no one has had the mindset on working on developing rise for a while, everyone just waiting fro everyone else to start development.

You have to use the correct server and client files, you can't mix and match them unless you plan on spending a lot of time trying to fix the errors caused by mixing and matching.

Server delay normally is caused by the client not able to connect to the server sided NMserver.exe or HeroesOpTool not having running.
The issue is most likely firewall ports, or webserver setup....
