3.8 Hero System?

Does anyone know if the hero system for 3.8 even works or been tested? I've been trying to figure out which stored procedure holds the hero system but I don't think it's anywhere in the database at all. I'm thinking it would have to do something with RMS_SETUSERLEVELUP. Hope someone can clear this up if the hero system works or not, if not, what to do to fix it! Thanks!
