Able to play an online game as locally, offline mode with a few settings

Hello friends :)

I m wondering; can we open an online game already installed in our system as locally in offline mode with a few adjustments we will make

for example in this youtube video, that person can open Tera v1734 emulator version as locally with some fixes and setting:

we have a chance to set it like this for already installed Tera game? For example Asura Tera or Akeron Tera

and there is web site asked this question:

its not an offline game (mod)!
it just works with a local hosted server...
you run the server in localhost mode and the game on the same pc!
thats how it works ;)
and the one from the video is a very old version and has not even dungeons implemented!
if you want to run the official leaked server files expect to have a minimum of ~32GB up to 64GB RAM
it works with less RAM too but expect heavy(long) startup times with less then 32GB!
