Do you mean increasing upgrade percentages or crafted attributes (like +7 sword amp)?

For upgrade % edit \etc\cabal\data\const.scp

The second column from the right is the % using standard cores and the righ column is using enhanced cores.

If it's craft attributes then check darkxl's sticky as there is a big section on it.
