why everytime i visit my rose cp its said you don`t have permission to acces in this server??
can anyone tell me whats the problem??

Are you hosting it on your own computer?
Or is someone else/a hired webserver hosting it?

Rose Control Panel as in where members change their passwords and ect.?

Check your config file. You havent entered your info correctly. Search before posting. This issue has been discussed already.
