Add accounts without server shutdown Ascent

Hello guys, first off I am new here, so sorry if this post breaks rules. My question is, how can I add accounts to my database without having to restart the server everytime? If I am going to have a website to register then I dont want to have to manually restart my server everytime someone uses it. Thanks for any help in advance.

but if I had like a website with a register page? how would I go about adding them that way without shutting down the server to let it add?

you dont need to shutdown the server to add accounts
