[ AION 4.9 ]How to use Speech buble tittle on additional settings/How to enable it?

I'm kinda new on developing aion engine. There are several request regarding enable the bubble title on aditional settings, anyone can help or explain how to use it? or enable it?

I dont know in aion client 4.9 was there can add bubble tittle or no,,
