Nah its just a Debbo Edited Source server, that some guy took down off here a while ago.

It is from Supers, as you can read.
He codes his own servers (Only designs, he told so to me), thus I think it is a ripped holograph.

lol its not a the server its the host if host - laggy then game laggy server cant be laggy and its either vps or dedicated server
