Ascent PVP question

Guyz i have an ascent server running up but players from both factions horde and alliance cannot attack each other (i mean if a horde player lvl 70 see a lvl 5 ally in terrokar forest he cant attack that ally untill he put pvp on) and this is also between lvl 70 players horde lvl 70 cant fight against lvl 70 ally untill they put pvp on.. so my question is .. how can i modify the server so they can attack each other at any time???

this is the config so whats the value for only PVP!! Thanks

and another question pls.. if somebody die in Gurubashi arena and press release he will be teleported to dun morogh graveyard.. how can i make a spirit healer or a graveyard in gurubashi ?

how can i also limit 2 chars per account with ascent pls ?

the pvp problem is probably that you dont have the maps extracted.
