Well i was wondering if it is possible to make a new set (armor/weapon) using this program, and if possible, how????

yes, just choose a pre-existing item, change the id to an unused one and use the forms on the bottom to make the information. Click update, and the new item will be added to your db. There is an option to set what item set number it belongs to. Just play with it, you'll figure it out.
