I want to ask how to calculate that number at the zone server to be a percent. :

I want to edit the upgrade rate at my game from easy to be hard.
Ex : for +1 until +3 i make it easy and make it impossible to be +6 or +7

I confuse how to calculate it to be a percent. :?:

Ah sorry my server is RF 2.2.3.2 Sir.

I just want to make the Upgrade rate is easy from +1 until +3 and more difficult to be +4 until +6 and impossible to be +7

I just confuse how to calculate that at zone server.

Well your zone seems edited or you might be using a 2.2.3 strs.
